Elaboration of a master plan for the development of Derbent has begun

The work has begun in Derbent as part of the development program of the country’s oldest town, said the head of Derbent, Khizri Abakarov, at a weekly working meeting. Specialists from Agency for Strategic Development CENTER also took part in the meeting.


 “At the first stage, a comprehensive study will be conducted to assess the development potential of the urban district. Results of this work will form the basis of the competition task for elaboration of a master plan that will form the foundation for sustainable spatial and socio-economic development of the town. The result of implementation of the master plan will be a complete reboot of the town, capable of becoming a catalyst for the development of the whole of Dagestan,” said Abakarov.


Specialists of the Agency CENTER have already begun conducting a comprehensive analysis of all systems of vital activity of the town in order to prepare specific scenarios for development of the urban district and proposals for spatial organization of the town and adjacent territories, and development of the transport network, municipal infrastructure, natural recreational framework and public spaces. It is planned that the first stage of work will be completed by mid-autumn. It includes a comprehensive study and assessment of the development potential of the Derbent town urban district and the staging of an open international competition for the elaboration of a master plan for the urban district. 


The master plan developed on the basis of research as part of the competition will define the main vectors of the town’s development for eight years to come.


The head of the Agency CENTER said that the study is of a practical nature. It is aimed at elaborating specific scenarios for the development of the urban district, taking into account its resources and areas of economic specialization, including proposals for spatial organization of the town and adjacent territories, and development of the transport network, municipal infrastructure, natural recreational framework and public spaces. It will also include recommended organizational, financial, legal and other institutional mechanisms for implementation of the proposed spatial (territorial) development scenarios, and parameters for assessing their effectiveness.
